DETAINEE DEATH REPORTED
OKLAHOMA CITY (Apr. 22, 2023) – At approximately 8:40 p.m. Saturday, April 22, a detention officer, conducting sight checks on a pod, was notified that a detainee was in distress. The detention officer opened the cell door, called for medical staff and immediately began life-saving measures. EMSA and Oklahoma City Fire Department personnel arrived and continued life-saving measures. EMSA transported the detainee to the hospital, where he was declared deceased at approximately 9:43 p.m. Saturday. The deceased detainee, Frank Ramirez, was born on November 29, 1985. He was booked into the detention center August 20, 2021, by Oklahoma City Police on Robbery or Attempted Robbery with a Dangerous Weapon, Carrying or Possess a Firearm by a Convicted Felon, Assault and Battery with a Dangerous Weapon, Conspiracy to Commit a Felony, Possession of Contraband by an Inmate, and Commit a Gang Related Offence as a Condition for Gang Membership charges. His family has been notified. The State Medical Examiner’s Office will make a final determination as to the cause of death. As is standard protocol, all deaths are investigated as homicides until a final determination is made. Along with the Oklahoma State Bureau of Investigations we will also seek assistance from the Oklahoma Bureau of Narcotics and Dangerous Drugs Control in this investigation.
